The Liderato kan Nueva Atenista (Lideratos) has announced the establishment of seven new executive units and the launch of a university-wide survey on student sector representation, through two Executive Orders signed by Lideratos President Ianthe Keziah Mae S. Rosanes. These initiatives, aligned with the 2024 Lideratos Constitution, aim to strengthen student governance, promote inclusive leadership, and ensure that policymaking reflects the diverse needs of the student body.

Establishment of new specialized units

Executive Order No. 2025-01, signed 10 June, establishes seven new units under the Executive Branch.

The Humanitarian Aid and Disaster Risk Mitigation and Management Unit, overseen by the Office of the External Vice President, will lead efforts in humanitarian assistance, disaster preparedness, and recovery protocols.

The remaining six units will operate under the Office of the President:

  • The Research and Policy Unit will conduct data-driven studies to improve student welfare and governance.
  • The Gender and Inclusivity Unit will advocate for an inclusive, non-discriminatory campus environment.
  • The Safe Space Protection Unit will ensure physical, psychological, and digital safety. 
  • The Laudato Si’ Environmental Sustainability Unit will promote ecological awareness.
  • The Socio-Political Development Unit will foster civic engagement. 
  • The Food Affordability and Nutrition Unit will work toward accessible, nutritious food options for students.

Funding for these initiatives will be sourced from the respective offices overseeing each unit, with all budget proposals subject to approval by the Student Congress.

These units are slated to become operational in the first semester of Academic Year 2025-2026 following a formal turnover to incoming officers and budget confirmation.

University-wide survey of student sector representation

In a complementary move, Executive Order No. 2025-02, signed 11 June, mandates the Office of the Secretary and the Department of Research and Development to conduct a university-wide survey on student sector representation.

This initiative is intended to identify and understand student sectors based on socio-academic, cultural, organizational, or advocacy-based affiliations, and to assess their specific needs, concerns, and representation gaps. The data collected will support the possible creation of a Sectoral Affairs Unit under the Office of the President.

The Office of the Secretary and the Department of Research and Development are required to submit a survey design and deployment plan within seven (7) days, complete data gathering within thirty (30) days, and deliver a final report to the Office of the President, the Student Central Board, and the Student Congress for legislative review. Based on the report, the Office of the President may coordinate with the Student Congress to propose the institutionalization of the unit through a formal resolution.

The order takes immediate effect and marks the beginning of a research-driven process, laying the foundation for possible future governance reforms in line with constitutional goals.
