As cheers were to echo through campus during the Ateneo de Naga League (ADNL) Season 2, the tides were brewing behind the scenes: two petitions were filed before the student tribunal, accusing Liderato kan Nueva Atenista's top brass of gross negligence and opacity.

Rodzerach Patriarca, a first-year BS Accountancy student, filed the petitions on 2 and 5 April, implicating the Student Congress Speaker and Secretary-General and the entirety of the Student Central Board (SCB) of multiple violations of transparency laws and dereliction of duty.

Cracks in the ledger?

In the first petition, Patriarca alleged that House Speaker Christian Mar Arganda and Secretary-General Raizel Riz Rasay failed to prepare and disclose the Approved Appropriated Budget for thirteen student government initiatives, a blatant breach of Section 8a of the Lideratos Full Disclosure Act of 2024.

SCB Treasurer Vincent Reis was also charged with 12 counts of violating his mandate to prepare and disclose liquidation reports, as required under Section 8b of the same act.

SCB Public Information Officer Mary Catherine Marco is cited for 38 separate violations:13 counts of failure to post the Approved Appropriated Budget, 12 counts of failure to post the Liquidation Report, and 13 counts of failure to post Approved Concept Plans, which are direct violations of Sections 5a–b and 7 of the same act.

Assembly that never was

The second petition slams the whole SCB of its failure to conduct an annual general assembly within the first month of the second semester, flagrantly violating the Section 4 of the Lideratos Annual General Assembly Act of 2024.

Lideratos President Ianthe Keziah Mae Rosanes violated her mandate of convening the assembly (Section 4a), while Lideratos Secretary Donna Camille Sales allegedly failed to issue required notices (Section 4c). Treasurer Reis and PIO Marco were again flagged: for not allocating funds (Section 8) and failing to announce the event (Section 4d), respectively.

Even the Internal and External Vice Presidents, without explicit statutory mandates, were not spared. Ma. Deloris Macalino and Dexter Ricafort are also alleged to have violated the act, under their constitutional duties to assist the President and supervise external affairs, respectively.

Official statement pending review

In response, Rosanes issued an email to ThePILLARS Publication, stating that Lideratos is currently drafting its official response to the concerns and queries raised.

She further clarified that the Student Tribunal had scheduled a meeting with both parties prior to the start of ADNL, but “the petitioner was unfortunately unavailable to attend and address the issue at that time.”

“Rest assured, we are giving this matter the priority it deserves and will ensure it is addressed accordingly once classes resume,” the president stated.
