NAGA CITY has officially been declared a Highly Urbanized City (HUC) after President Ferdinand R. Marcos Jr. signed the proclamation today, 27 May.

The development was confirmed through the information relayed by the Office of the Executive Secretary early this morning to the city officials, ending months of processing and coordination between the city government and national agencies.

The declaration came from Resolution No. 2026-078 passed by the Sangguniang Panlungsod of Naga dated 27 January 2026, reiterating the city's earnest request to be granted HUC status based on requirements under the Local Government Code of 1991.

Following the approval of the resolution, city officials submitted documents and coordinated with agencies including DILG, DBM, BLGF, and PSA. The Philippine Statistics Authority later issued the required population certification, while the Bureau of Local Government Finance endorsed the city's income-related requirements.

On 25 May, city officials personally followed up the request with the BLGF before its recommendation was transmitted to the Office of the Executive Secretary on the same day. Shortly after, confirmation was received that the proclamation had already been signed by President Marcos.

The HUC status is expected to further strengthen the city's local economy, enhance fiscal and administrative capacity, and better improve the delivery of government services for every constituent.
