The 44th Student Congress of Ateneo de Naga University passed Lideratos Act No. 26-02, a measure strengthening financial governance within the Liderato Kan Nueva Atenista by tightening regulations on the access, allocation, and disbursement of student funds.
The act amends the earlier Budget Appropriation Procedure Act (No. 24-05), expanding its scope to cover the Constitutional Commissions, the Office of the Buklod Ambassador–ADNU, and the Council of Organizations in Ateneo-Naga (COA-N). By placing these bodies under a unified budget framework, the Student Congress seeks to ensure that all Lideratos funds are governed by standardized procedures and uniform accountability mechanisms.
Act No. 26-02 establishes formal disbursement protocols that define step-by-step procedures for fund requests, approvals, and releases. It also identifies authorized officers permitted to access and oversee funds, while designating the Lideratos Treasurer as primarily responsible for allocation across covered offices. Lawmakers stated that the measure aims to reduce the risk of financial mismanagement and strengthen responsible stewardship of student resources.
Authored by Hon. Micah P. Ramirez, Hon. Leanne Francesca G. Manubay, and Hon. Juliana Eunice P. Fuentes, the act reflects Congress’ continued push for transparency in the management of student funds.
The measure builds on Lideratos Act No. 26-01, which institutionalized the submission, archiving, and public dissemination of narrative reports for every project of the Student Central Board. Taken together, the two measures signal a broader reform agenda centered on transparency, documentation, and strengthened fiscal oversight within Lideratos.
